Ray Pearl - President

Ray is the Secretary of CISHA and Executive Director of the California Housing Consortium (CHC). As CHC's Executive Director, Ray is responsible for leading the premier “big tent” housing advocacy organization representing the development, building, financial, and public sectors united in a non-partisan effort to advance affordable housing and community development across California. Prior to joining the Consortium, Ray spent many years in the private sector working in the government affairs and land use planning departments of two major Southern California development companies. He also has extensive experience in association management and housing policy advocacy through his service as the Executive Director of the Greater Los Angeles/Ventura Chapter of the Building Industry Association of Southern California. In addition, Ray is a former Congressional staff member and served as a US Naval officer.

Sam Gunter - First Vice President

Samuel is Director of Policy and Advocacy at the North Carolina Housing Coalition (NCHC). Prior to NCHC, Samuel was the Faith and Advocacy Coordinator at Habitat for Humanity of Wake County and currently sits on the Board of Directors of Habitat for Humanity of North Carolina and the Advocacy Committee of Habitat for Humanity International. Samuel has a background in public policy and community & economic development. This includes his time at the Christian Life Commission of the Baptist General Convention of Texas, the Texas Criminal Justice Coalition and Peace Corps Morocco. He is also a Baptist minister and has served churches in North Carolina and Texas. Samuel holds a BA in Government from the University of Texas at Austin and a Master of Divinity from Duke Divinity School. 

Maureen Mercer - Second Vice President

Maureen is the Treasurer of CISHA and the Executive Director of the Georgia Affordable Housing Coalition (GAHC), a trade association of developers, owners and investors of affordable housing across the state of Georgia. Maureen has worked in the housing and community development industry for over 19 years, with development experience in emergency and transitional housing, single- family and multifamily development. A graduate of Rhode Island College and the University of Glasgow, Scotland, Maureen previously served as the Senior Vice President for Real Estate Development at Atlanta Housing Authority. Prior to joining AHA, she was with John Wieland Homes of Atlanta.





Jolie Milstein - Treasurer

Jolie is Vice President of CISHA and President & CEO of the New York State Association for Affordable Housing (NYSAFAH). Prior to NYSAFAH, Jolie was the in-house developer at Praxis Housing for the organization's supportive housing developments. Jolie has a background in economic development, business management, and finance. This includes tenure as Executive Director of the Ulster County Development Corporation, Senior Director for Economic Development at the New York City Partnership, Business Manager for Paperhouse Productions, and Commercial and Residential Mortgage Investment Banker at First Boston Corporation. A licensed architect, Jolie holds a BA in Architecture from UC Berkeley, a Master of Architecture from UCLA and a Master of Public and Private Management from Yale University.
